Pulaski: An Open Source Communications Badge server.

This is the announcement of the "Pulaski" project to create an open source server platform for integrating with commbadges or "Communications Badges." This includes bluetooth communications badges, Vocera wifi badges and any generic platforms created by individual hackers.
